The Skilled Work Regional (Provisional) visa (subclass 491) is a points-tested visa designed for skilled workers who are nominated by an Australian state or territory government, or sponsored by an eligible family member living in regional Australia.

This visa allows you and your family to live, work and study in designated regional areas of Australia for up to 5 years, with a clear pathway to permanent residency through the Subclass 191 Permanent Residence (Skilled Regional) visa.

At Gateway to Australia Migration, we provide strategic, end-to-end support throughout the 491 visa process — from initial eligibility assessment to visa grant.

  • Live and work in designated regional areas of Australia
  • Access to Medicare (if eligible)
  • Include eligible family members in your application
  • 15 additional points toward the GSM points test
  • Pathway to permanent residency (Subclass 191) after meeting income requirements
  • Greater nomination opportunities compared to metropolitan visas

To be eligible, applicants must:

  • Be under 45 years of age at the time of invitation
  • Have a positive skills assessment in an occupation on the relevant skilled occupation list
  • Achieve the required points score (minimum 65 points, but competitive scores are often higher)
  • Meet English language requirements
  • Be nominated by a state/territory government or sponsored by an eligible regional family member
  • Meet health and character requirements

Each state and territory in Australia sets its own nomination criteria, occupation lists, and residency requirements. Strategic planning is critical to maximise your chances of receiving an invitation.

The process generally involves:

  1. Skills assessment with the relevant assessing authority
  2. Expression of Interest (EOI) submission via SkillSelect
  3. State nomination application (if applicable)
  4. Receiving an invitation to apply
  5. Lodging the visa application within the required timeframe
  6. Health, character, and documentation checks

Processing times and nomination requirements vary depending on occupation and state priorities.

After holding the 491 visa and living and working in a designated regional area for at least 3 years, and meeting taxable income requirements, you may be eligible to apply for the Subclass 191 Permanent Residence (Skilled Regional) visa.

Proper compliance with visa conditions is essential to protect your permanent residency pathway.

  • Personalised eligibility assessment
  • Strategic points optimisation advice
  • Guidance on state nomination requirements
